This is the type of nonsense you see in a useless dictatorship. A dictator could wake up one day or after a drinking 'spree' and make this kind of nonsensical pronouncement. Let those who clamor for Decree 4 otherwise called "Social Media Bill" in Nigeria have a rethink. Nigerians would not condone this kind of stupidity.
